SPEECH: by Oscar C. Lobo
delivered at the Global Goan Convention – Kuwait - 16 & 17 November 2010.

Mr. Carmo Santos, Chairman, Mr. Suresh Naik, President, Mr. Ajay Malhotra, Ambassador of India in Kuwait, Mr. S.K. Srivasta, Chief Secretary – Government of Goa, Mr. Luizinho Faleiro ex Chief Minister of Goa, Mr. U. D. Kamath, Director of NRI Affairs, Members of the Executive Committee of Goan Cultural Centre, Kuwait, Ushers, Ladies & Gentlemen, Boys and Girls.

There is a saying in Kuwait which goes “whoever eats Hamoor will return back to Kuwait. I must confess that I ate the fish when I once lived in Kuwait for 18 years. I am back after 22 years having lived 12 years in New Zealand and 10 in Melbourne in that duration. In Hindi someone would name me as “Aya sawan ghoomke”.

It is my great pleasure and honour to be in Kuwait for the Global Goan convention 2010 along with my son Joshua Lobo. I have made this journey of 6,447 miles from one continent to another. I seize this opportunity to pay my respects to the elders of this nation on whose land Crowne Plaza has been build and my salute to the late Sheikh Saad who was once the crown prince of Kuwait and loved Indians.
I am also here to make a difference to this convention and with that thought “what we can conceive is what we can achieve” I am hopeful that by the ed of this conference we will take a new leaf and a joint strategy and have the wheels of change in motion.
There is a Chinese saying which carries the meaning that “A speech will either prosper or ruin a nation” I hope my speech for the next 10 minutes will mark the beginning of a new chapter on “Goan Unity” for which I have presented myself here today “Tumchea some mezar”

A lot has been preached to the Goans on Unity be it by means of Sermao from the pulpit, Goan forums, meetings, taverns et al. Unity can be achieved if we really want to follow the 11th commandment “Love one another as I have loved you”. Do we really love one another? Nothing in this world can survive without love. Even Beatles said “Money can’t buy me love”. Human offspring come around with love, so does the flowers that we plant and water. Without love there cannot be unity or Trinity!

Our motherland Goa is under attack, our hills will no more be alive with the sound of music. Our zoree’s (rivers), our beaches are used to release human reserves whereas Bollywood continues to project us Goans as drunkard or flirts.
As Goans, we have been challenged since 19 December 1961 when Goa became part of India. Even the late Prime Minister, Pundit Jawaharlal Nehru did not know what being a Goan was all about and said words to the effect “Goa ka lokh ajeeb hai” . I was a young lad of 14 years on the day in the fields when I heard the noise of bridges being blow up and helicopter circling around the fields with Laura announcing from helicopter “Bevonakai, tumcam kai zavchenah”.
Are these the golden words that need to be embossed in Goa’s history?

We Goans had no say about our own land or about our future. It was “let it be done”. I am still unable to reconcile why Mahatma Gandhi’s principles were not followed by Nehru when he was earmarked to be Gandhi’s successor. Was it a Popularity contest?
Could the so called “liberation” of Goa have anything to do with our attitude?

Was the Portuguese responsible for making us jealous of one another (crab mentality?) by maintaining two tier basis when dealing with Goans in Goa? Goans should have been given a chance of self rule, like Falkland Island and a separate country East Timor – which was once ruled by Portugal and got independence on 20 May, 2002!
Are we orphans in our own land? Why do many of our Goan Catholics or Hindus leaving Goa? Recently Mr. Bhanudas Sawant, Pharmacist, left Goa and has settled in Melboune to encounter an unpleasant episode.
I know it is easy to deliver speeches from Sobeh Mezar – Goenkaranoo, there can be no community without humanity and humanity is not complete without Unity. It is that time now to join hands with the party that “you think” has the genuine interest in Goa. We should not be taken for ride each and every time.

I applaud those Goans in Goa, in the Middle East and a handful overseas who are genuinely spending time and money to restore what is left of Goa.

It is one thing for me in Australia to say GOA MERI HAI and other thing to go on great holidays in Goa and then criticize Goa and its administration.

The million dollar question is ARE WE Goans ready, hungry, thirsty to save and restore what is left of Goa? Or are we continuing to stick to our sussegad attitude? Goa is maimed, bruised and raped by others. When will we get up and say enough is enough. The only political person that I know who had a soft corner for Goa was late Prime Minister Rajiv Gandhi.

Today the mantra “teamwork and unity” must be adopted for the attainment of success.
We cannot afford to work in vacuum. When one works in a team, the pressure is distributed and attainment of success seems relatively easier. Success seems to come Nearer and appears more realistic. Encouraging one another in a team gives additional strength to achieve the goal. As the popular saying goes “you are one when you are one and you are ten if you are with another four”. Unity has always been the strength. Not only in intellectual human thought, has this truth been applicable even in the animal world from the ages. Once can seldom see an elephant or a deer roaming alone in jungle. Goans need to be like the lesson of the geese flying in the V formation. This increases the efficiency of each Goose by 71 percent. Focus, efficiency and keeping sight of the destination will attain the goal of getting Goa out of the present crises earlier then expected.

My Goan brothers and sisters let us pledge our individual support for “Goan Unity” right at this moment. Let us kick out our DNA issues – like knee jerk reactions, undermining, assumptions, perceptions and take account of our “Character Ethic” and “Personality Ethic” It is time for us Goans to make the desired Paradigm change.

If we Goans continue to undermine one another, someone else will continue to take what is left of Goa even our Izaat, lest Goans will be called “goonies” and may be one step closer to going surely in Goo-an! The onus lies with us for the sake of our children and grandchildren. History should be made as a result of this conference. “He has paid the price and so have we to pay the price to retain what is left before we loose it all”

Muscat, Nov 5: It was like the whole Goan Diaspora from all over the world coming together at one venue as one family to present the past, discuss the present and plan the future. It was a meet of many intellectuals from Goa and Goan origin to exhibit their knowledge on Goa, outline the full length past history and present the future prospects of the land of joy, Goa.


The fourth Global Goan Convention commenced at the Indian Embassy Multipurpose hall on Saturday, 5th November 2009 at 10.00 am was a dream of HE Mr. Eduardo Faleiro, the Honorable Commissioner for NRI Affairs, Government of Goa, primarily to unit the Goan spread all over the world and then, to focus on the problems of Goans. It was a suitable platform to promote Goan art, culture and social interaction, and also to provide an emotional link between the Goans of the world.

The first Global Goan Convention was held in the year 2006 in Goa and then, in Portugal (2007) and Canada (2008). The current convention is being organized under the patronage of HE Mr. Eduardo Feleiro and His Excellency Mr. Anil Wadhwa, the Ambassador of India to Oman. The whole program of two days, 5th and 6th November, is formulated and arranged by the Goan Community of Oman (GCO) under the able leadership of Flynn De Lima, the current President of GCO.

In the morning hours, there was a graceful Goan spirit spreading around the venue at the lawns of Indian Embassy Building at Al Khuwair. Every Goan entered the premises had a cheerful smile to share to the fellow Goans. Everyone was beautifully dressed for the grand occasion of the year.





The ceremony commenced with a call order by Jocelle Fernandes, young and enthusiastic youth ministry leader of Sts. Peter and Paul Church, Ruwi. Young children of the Goan community then presented a beautiful invocation song, ‘A Day of Joy; A Day of Hope’, composed by Savio D’ Souza, a vibrant musician of the Ruwi Parish and the Goan community. “Ievkar ” (Welcome) the Konkani part of the song was composed by Celso Fernandes, a renowned Konkani activist of Goan origin.

Flynn De Lima, GCO president welcomed the dignitaries and the audience on behalf of GCO and the organizing committee of the Global Goan Convention 2009. Flynn De Lima also highlighted the necessity of the convention to bring solidarity, strengthen the united Goan Spirit; inculcate fun and fellowship among Goans, expose a platform to exhibit the Goan art and culture and finally, help and support the needy in their financial requirements and difficulties.

The lighting of the traditional lamp ceremony was performed by Eduardo Feleiro, Anil Wadhwa, and Shrimati Agnelo Fernandes, Dr. Satish Nambiar, Dr. Mario De Souza, Celso Fernandes, Flynn De Lima and other Goan dignitaries. The Convention souvenir was then released.

Dr. Mario De Souza beautifully presented the true outlines of “The Goan” and “The Gulfie” the popular term of the Goan working in the Gulf. He also aptly narrated the transformation takes place in the living standards in Goa, once a Goan becomes a Gulfie. He stressed that the Goans all over the world are truly famous for their diligence, loyalty and integrity.

Dr. Mario presented the theme of the current convention which is “the Gulf Goan”. He also highlighted the core topics revolving around this theme are :

Overseas Goan Groups
Employment Opportunities and Conditions abroad
Preserving and Promoting Goan Identity and Culture
Family Issues – Education, Communication, Travel, Housing, Entertainment
Investment Opportunities in Goa
Relocating back to Goa.

Dr. Mario pointed out the existing problems of Non-resident Goans in Goa specially in securing seats for NRG’s children in the Medical colleges and the Goan Identity for NRGs. He also requested the Government authorities to help to sort out the existing problems of NRGs.

Simon D’Silva the current president of Qatar Goan Welfare Association addressed the audience and presented the need of various programs to help the needy Goans who are returning to the mother land due to recession around the world.

Dr. Satish Nambiar, the lively and supportive president of Indian Social Club addressed the gathering and expressed his joy of seeing Goans at one venue.

Agnelo Fernandes, Member of the legislative Assembly in Goa and Chairman of the EDC (Economic Development Council) addressed and explained the various development plans implemented by the Government and EDC for the benefit of the Goans.

The Indian Ambassador to Oman, HE Mr. Anil Wadhwa expressed his extreme joy to become the part of Global Convention. He also mentioned that the Goan community in Oman is one of the least problematic and have less complaints to the Embassy. He agreed that the Goans are always diligent in their work place and offer complete solidarity to the employer. He outlined the various facilities offered by Indian Embassy to tackle various needs of Indian in Oman.

Eduardo Feleiro, Commissioner for NRI Affairs, Government of Goa, in his address assured to form a Apex Body within one year in Panjim to address and solve various problems pertaining to NRGs. He also highlighted the importance given to the Migration study by the Goan Govenrment.

Alan D Costa, active social activist and present Vice president of the pastoral council of Sts. Peter and Paul Church, Ruwi proposed the vote of thanks.

The anchor for the whole morning session was Jocelle Fernandes.

After the traditional and sumptuous Goan lunch, afternoon session commenced at 1.00 p.m. and it was titled as Amchi Goa (Our Goa). Senior Consultant and Head of Neurosurgical Services of the Ministry of Health, Sultanate of Oman, Dr. Santosh D. Lad was the moderator. Prajal Sakhardande, Senior Lecturer at History Department of Dhempe College of Arts and Science, Miramar Panaji, Goa presented a vivid and illustrative pictorial of Goan history and heritage. A renowned environmentalist of Goa and Maharashtra region, Rajendra Pandurang Kerkar presented a briefing on the Eco-cultural Heritage of Goa with a reference to the recent environment issues. Dr. Oscar Rebello, well-known consulting physician of Panaji, described the future of Goa and requirements of unity to face various turmoil and difficulties in the mother land.

Arwin Mesqita, a senior brand manager for Nautica branded stores in the Middle East, presented a talk on the methods required to preserve Goa and its unique identity. Freddy Agnelo Fernandes, a social activist working in Dubai, spoke on “Goa yesterday, Goa Today and will there be Goa tomorrow?” John DeSa, ex president of the Goan Sports Club, Qatar presented a beautiful narration on “Goa, going….. gone?” while Benedict Lobo described his project of Radio Goa.

The program ended with discussions on the above topics.

Dine and Dance program was presented in the evening at the Indian Embassy Lawns from 7.30 am

On 6th November 2009, there will be an exclusive progam on Konkani language called Viswa Konkani Sammellan.

World Goan Convention - 2009 in Muscat Concludes

Muscat, Nov 7: It was the final day of the Global Goan Convention 2009. It was, in fact, a thrilling experience to many Goans who had a lifetime opportunity to attend such a meaningful and well organized convention. The officials and top leaders of GCO (Goan Community of Oman) like Flynn De Lima, Celso Fernandes, Dr. Mario De Souza, Balthazar Fernandes, Alan D Costa did everything possible and observed every minute aspect that required to offer the best possible for their people and successfully offered a fantastic convention for their fellow Goans. Truly, innumerable greetings should be showered on these great, unselfish, hard working and fully passionate leaders of the Goan community in Oman. Right now, we can remember and strongly highlight the words of Eduardo Feleiro, “Honestly this is the best Goan Convention we ever had, meticulously planned, diligently organized and offered with a great love towards our mother land – Goa.”

Throughout the day, many important issues were presented, discussed and majority of them resolved too. The matters pertaining to the development of Goa, amplifying the bondage between Goans, highlighting the need to enhance the cultural identity of Goa and above all, the importance to given to Konkani, the mother tongue of many Goans.

The first session of the day and third of the convention commenced at 10.00 am which was titled as “Employment Issues in Goa and Abroad.” Moderator’s introduction was offered by Navneet Kasbekar, Chief Executive Officer of Al Kamil Power Company SAOG. An interesting topic on “Self-Employment Opportunities for Expatriate Goans” was keenly discussed and widely presented by Nitin Kuncolienkar, President of Goa Chamber of Commerce and Industry (2001 – 2009) and Vice Chairman of Goa’s Economic Development Corporation Ltd.

Investment in IT and Education, UAE Labour laws and difficulties faced by Goans were firmly debated under the able leadership of Ramnata Arjuna Mavlingcar, President of Abu Dhabi Goan Community Center and Member of Indian Business Group, Indian Social Centre and Abu Dhabi Chamber of Commerce. Migration and Non-Resident Goans topics were presented under Ulhas Kamat’s moderation.

After the tea break, an important and extremely useful Open House for Domestic and Industrial Workers based in Oman was held under the leadership and guidance of Anil Wadhwa, The Indian Ambassador to Oman and Eduardo Faleiro, the Honorable Commissioner for NRI Affairs, Government of Goa. There were many problems and various issues concerning to the domestic workers were presented to the Embassy delegation and suitable answered. A request for direct flight from Oman to Goa was presented and The Ambassador assured his assistance and support to implement the request at the earliest. The Embassy delegation consisting of very important and high rank officials was present. They were Dr. Swati V. Kulkarni – Counselor, S. K. Namboori – First Secretary (Counselor), Anindya Benerjee – Second Secretary (Community Welfare), Chaturvedi – Attache (Passport). Rahim – PRO (community welfare), Deepa – Lawyer, Sebastian – Lawyer, Prasad – Lawyer, Girish – Lawyer.


The Viswa Konkani Sammellan (World Konkani Convention) commenced as the afternoon session and it was exclusively dedicated to Goa’s mother language – Konkani. Veteran Konkani Activist of Muscat and Niz Goemkar anim Niz Konkandar (True Goan and True Konkani activist) Celso Fernandes was the Moderator and anchor for the whole session. There was a beautiful video presentation on Goa Images prepared and formulated by well known poet and activist of Goa, Yusuf A. Sheikh. It was perfectly titled as “We are one in Goan Spirit.” Sentimental and beautiful poems were presented by Vincy Quadros, Ashok Chodankar, Sivdas and Anju Sakhardande on behalf of Yusuf A. Sheikh.

Goan Literary March was narrated by Vincy Quadros indicating the various plans and support offered by Konkani Academy Goa for the benefit of the Konkani writers. Tomazinho Cardozo – ex-speaker of Goa Legislative Assembly and recipient of many awards for his contribution to the Konkani literature presented an interested topic on Goan Culture. Clarence Pinto, ex-president of Mangalorean Catholic Centre of the Parish presented a speech on the current situation of Konkani Language in Mangalore.


Anil Wadhwa presented mementos to all the speakers and presenters of the Convention.




An enjoyable and enchanting cultural evening was presented by Goan children, youth and adults. The welcome presentation was the first program and based on the Goans in Muscat and Golden Goa. The welcome act was composed by Sebastian Fernandes and choreographed by Pearl Correia. Manuel Fernandes, Goan with Golden voice offered three beautiful Konkani numbers captivating the audience. Music for these songs was given by Savio D Souza, vibrant musician of the Goan Community and very popular at Sts. Peter and Paul Church, Ruwi. Tomazinho Cardozo sang two stunning Konkani numbers and the whole audience was thrilled with these numbers. Traditional Dekni was presented by Jean and her team. E. Perry and Avers presented a duet song specially composed for the convention and completely dedicated to Goa with great love and passion. Jenifer Santimano and her team brought a charming Amchem Goem (Our Goa) presentation and Dominic gave a thrilling song in Portugese. Four young Mangalorean children Adriana Clarissa Noronha, Chrisma Clare D' Souza, Relina Vas and Andrea Caron Noronha presented a Baila Dance under the guidance of Hema Premchand and supervision of Asha Noronha which was well appreciated by the audience. Youth Ministry members of Sts. Peter and Paul Church Ruwi sang three emotional songs and Savio D Souza and Melba presented Mando. Before the final and concluding Group song by Savio D Souza, Anthony Lourenco proposed the vote of thanks.

Eduardo Feleiro presented mementos to the core team of Goan Community of Oman who have worked relentlessly for the success of the convention. Flynn De Lima, the current president of GCO was presented with Global Goan Achievement Award by the Honorable Commissioner.

Daijiworld.com team met Flynn De Lima, the managing director of Al Hamadi Fisheries Co. LLC, the market leader in the Sultanate of Oman in its field and virtual strength behind the success of the convention. While expressing his joy to us, he said – “We, the organizing committee and the NRI office in Goa are extremely happy with the outcome of the convention. We and the participants are satisfied with the timings, organization of the events and presentations by various participants. I feel that there is more solidarity, unity and brotherhood has been built in this convention which will be used for the better Goa and brighter future of our children. The Konkani community and specially Goan people will be hugely benefited with this convention. We thank every one, every supporter, directly or indirectly helped us to make this event a grand success.”


Daijiworld.com team also met many participants who were greatly impressed with the convention and the outcome of it. Many participants felt the need of the annual conventions of this type in Oman for the people of Goa residents of Oman. Vivek Jose Araujo, who had come all the way from Malawi said “I have come all the way from Malawi exclusively for this convention. I love Goa and I mean to say – I just love Goa, nothing more and nothing less. When I hear the name Goa, the thrill runs into my blood. I had been to Canada for the last convention and today I am here. Nothing can separate me from Goa and roots of Goa. One day, I am sure, I will go back to Goa and settle down there.” About the current convention he told us – “It was an awesome and wonderful experience for me. When poet Sivadas presented a poem, tears rolled down and I was literally crying. That is real Goa for me…. That is the passion boils in my heart……. I am sure this convention is a great experience for all of us. Here everything, whatever is happening that is of Goa….. It is remarkable”

Once again great work, great results and great inspiration dear Goan friends Flynn De Lima, Celso Fernandes, Dr. Mario De Souza, Balthazar Fernandes, Alan D Costa and everyone of the organizing team.

Goan delegation heads for global goan convention in Muscat

A delegation headed by Carmo Santos, Chairman of Goan Cultural Centre-Kuwait – a registered Indian organization with the Embassy of India in Kuwait are all set to attend the Global Goan Convention 2009 to be held at the Indian Embassy Auditorium on November 5- 6 in Muscat, Oman. The theme of the convention is dedicated to the Gulf Goan.
About 250 Goans from all over the world, and more particularly those residing in the GCC countries, have already registered for the convention. There are nearly 10,000 Goans residing in the Sultanate of Oman and at a recent press conference Anil Wadhwa, Indian ambassador, said: “The Goan Community of Oman (GCO) has been requested to host the 2009 Global Goan Convention. It will be a platform to promote Goan art, culture and social interaction. It will also provide a forum for all the Goan diaspora to unite.” The event will be organised under the patronage of Commissioner for NRI Affairs, Government of Goa and the Indian ambassador to the Sultanate. The members of the Goan Community of Oman (GCO), Celso Fernandes, vice-president; Dr Mario D’Souza, general secretary; Baltazar Fernandes, joint secretary; Alan D’Costa, treasurer; Raul de Oliveira Fernandes, coordinator, Helpline; Anthony Lourence, coordinator, cultural; and Navneet Kasbekar, member, organising committee, attended the press conference. The Government of Goa has been holding Global Goan Conventions since 2006. The first one was held in Goa, followed by one in Portugal (2007) and Canada (2008). The conventions will see presentations on topics such as Overseas Goan groups, employment opportunities and conditions abroad, preserving and promoting Goan identity and culture, family issues — education, communication, travel, housing, entertainment, investment opportunities in Goa and relocating to Goa. Besides speakers from various Goan groups in the Gulf, eminent speakers are expected to address the convention. They include Eduardo Faleiro, Commissioner for NRI Affairs; Anil Wadhwa, Indian ambassador; S.K. Srivastva, chief secretary, Government of Goa; Ulhas Kamat, director, NRI Affairs, Government of Goa; Satish Nambiar, president, Indian Social Club; Dr Oscar Rebello, physician and social activist; Dr Prajal Sakhardande, Prof. of History and Heritage, Dhempe College; Dr Rajendra Kerkar, noted environmentalist; and Adv. S.V. Pikale, advocate and industrialist. As part of this convention, there will be an exclusive Konkani Convention session on November 6, from 2pm to 4pm. The following Konkani experts will elaborate on the relevance and concerns of Konkani in today’s world: Tomazinho Cardoso, former speaker of Goa legislative assembly, president of the Dalgado Konkani Academy, and well-known tiatrist; Vincy Quadros, vice-president, Goa Konkani Academy, and respected Konkani literary activist; Yusuf Abdulla Sheikh, former station director, Doordarshan, Konkani poet and lyricist, freelance writer and journalist Ashok Chodankar, editor and publisher of Konkonn Divo Konkani periodical and freelance writer. This session is open to all Konkani-speaking people, including non-Goans from Mangalore, Mumbai, Karwar and Kerala. Carmo Santos’ social services in Kuwait has been well recognized by the Government of Goa as well as appreciated by several Indian organizations in Kuwait. Carmo Santos was one of the selected Goans from the Gulf countries to be bestowed with the Goan NRI Leadership Award at the hands of the then Hon. Minister for NRI Affairs Ravi Vayalar at a special ceremony organized at the Conference for Indian Expatriates in the Gulf Countries at the Convention Hall at Hotel Mandovi in Goa’s capital city in March 2008. The award was presented by the NRI Affairs Directorate of Goa Government in recognition of the social activities towards the Indian community in Kuwait. A staunch Konkani supporter, Carmo Santos will be also accompanied by members of Goan Cultural Centre and other Goan community members at the Convention. The programme for the convention has been displayed on the GCO website http://www.goansinoman.com/. “Interaction, dialogue and exchange of ideas are essential to bring out the best for the Goan community and specially for the NRI Goans”. “I have conceptualized and presented several of Goans’ concerns for their implementation and study by the Digamber Kamat Government”, he commented.
